Error: Sequence contains more than one matching element

Description:  

Some Users are missing their Mobile devices after upgrading. The Error log shows

System.InvalidOperationException: Sequence contains more than one matching element

Cause:  

Mismatch of on prem data causing issues with our migration logic. 

Resolution:  

This issue is fixed in 21.04 HF11 and 22.02 HF5

and the fix is included by default in22.12 onwards.
