RADIUS Server Processing Error Decrypt Value Can't Be Empty

Version Affected:  RADIUS Server 2.x+

Description:  

Error occurs in the RADIUS Server logs, likely during an Upgrade.

ERROR UDPRadiusProcessor: Radius processing error
java.lang.IllegalArgumentException: Decrypt value can't be empty

Cause:  

This was due to their IdP Clients not having the API ID or API Key filled out and thus getting a "Decrypt value can't be empty" error.

Resolution:  

Fill out the IdP Clients API ID and API Keys for all those listed.

Or

Remove the IdP Clients not in-use and are not filled out.
