Not able to edit Content and Localization

Affected Versions: All

Issue:
Not able to update the Content and Localization. The mfa.SecureAuth.Resource.dll file gets set to the original file date and time from D:\Secureauth\ResourceCompiler\bin\Release. Updates are not applied.

Cause: Permission is not be applied correctly to the MachineKeys folder

Resolution:
Make use the Administrators group on the SecureAuth server has full control to the C:\ProgramData\Microsoft\Crypto\RSA\MachineKeys folder.
